This problem is almost always caused by water slowly leaking out of the tank through a cracked, warped, or chemically degraded flapper seal. As the water level in the reservoir gradually drops below the float shutoff threshold, the fill valve opens automatically for a few seconds to replenish the lost water before shutting off again.
