Either the bulbs are not dimmable, or the dimmer is an older type designed for incandescent loads. Non dimmable LEDs on a dimmer flicker, buzz or refuse to switch off properly. Use dimmable bulbs, and if flicker persists at low settings, fit an LED compatible dimmer.
